Kissimmee, FL- La Cuidad de Kissimmee instalará cámaras en las luces rojas después del primer día del año para mejorar la seguridad del público y disminuir las personas que se pasan la luz roja. Las primeras cámaras se instalarán en Main Street y Neptune Road, y serán activadas en enero. La cámara solamente grabará cuando un carro se pase la luz roja. Se enviarán advertencias los primeros 30 días de operación en cada intersección.
Finalmente, se instalarán cámaras en 10 intersecciones que se consideran tienen un volumen alto de tráfico o donde se han visto conductores pasar la luz roja muchas veces. Las localizaciones se determinaron debido a una inspección de tráfico por video conducida por el Departamento de Policía de Kissimmee (KPD) y debido a muchos accidentes por conductores pasando la luz roja. En unos videos se han visto más de 70 personas pasando la luz roja en un periodo de 12 horas.
Las cámaras en las luces rojas también se instalarán en las siguientes intersecciones: Main Street y Columbia Avenue; Vine Street y Bass Road; Vine Street y Dyer Boulevard; Vine Street y Thacker Avenue; Vine Street y John Young Parkway y Emmett Street, y Michigan Avenue y Osceola Parkway.
Esto es un objetivo de la Ciudad para salvar vidas, no para generar ingreso. La Ciudad le pagará a “Red Flex” una cuota de $3,850 al mes para cubrir el equipo, instalación, mantenimiento y arreglos, más la distribución de multas. Todas las multas serán revisadas y aprobadas por un oficial de KPD. Si las multas generadas son más de $3,850 cada mes entonces se generará ingreso.
Si un conductor no para después que la señal cambie a rojo, la cámara grabará el vehículo pasando la intersección. Esto le resultará en una multa de $158 si la paga entre 30 días después de recibir la multa. Después, una multa oficial se le enviará y la cantidad subirá, también le quitarán 4 puntos en su licencia si es declarado culpable.
También recibirán una multa los conductores que no paran en la luz roja y hacen una derecha, o si hay peatones presentes.
El dueño del vehículo recibirá una carta con la multa, tendrá un enlace en el Web donde podrá ver su foto y video demostrando la violación y explicando el proceso para de apelación.
La multa estará a nombre de la persona por quien el vehiculo fue registrado y ella o él es responsable por el pago a menos que el dueño pueda establecer una de las siguientes cuatro excepciones:
1. El vehículo pasó la intersección para dejar pasar un vehículo de emergencia o como parte de un cortejo fúnebre.
2. El vehículo pasó la intersección debido a la instrucción de un oficial de la policía.
3. El vehículo estaba, en el momento de la violación, bajo el poder, custodia o control de otra persona; o
4. Una multa oficial fue emitida por un agente de la policía al conductor del vehículo por una alegada violación de s. 316.074(1) o s. 316.075(1)(c)1.

The New Year begins with red light cameras
Kissimmee, FL - The City of Kissimmee will install Red Light Cameras after the first of the year in an effort to address the public safety issue of red light runners. The first set of cameras will be mounted at Main Street and Neptune Road, with the cameras going live in January. The cameras will only record when a vehicle runs a red light as opposed to recording traffic activity at all times. Warnings will be issued during the first 30 days of operation at each intersection.
Ultimately, cameras will be mounted at a total of 10 intersections considered to either have a high traffic volume or where there has been repeat activity for red light violators. The locations were determined based on the outcome of a video survey and a review of traffic crashes and red light citations issued by the Kissimmee Police Department (KPD) in the past two years. In some video surveys, more than 70 violations were recorded within a 12-hour period.
Red light cameras will also be installed at the following intersections: Main Street and Columbia Avenue; Vine Street and Bass Road; Vine Street and Dyer Boulevard; Vine Street and Thacker Avenue; Vine Street and John Young Parkway; Vine Street and Michigan Avenue; John Young Parkway and Carroll Street; John Young Parkway and Emmett Street; and Michigan Avenue and Osceola Parkway
This is a public safety issue and the City’s objective is to save lives, not generate revenue. The City will pay Red Flex a monthly fee of $3,850 to cover the cost of equipment, installation, maintenance and repairs, plus ticket distribution. All tickets will be reviewed and approved by a KPD officer. Funds will be generated if the violations exceed $3,850 each month.
If drivers fail to stop before the traffic signal turns red, the cameras will capture their vehicle running through the intersection. This will result in a penalty in the amount of $158, if paid within 30 days of the violation. Afterwards, a uniform traffic citation will be issued and the amount will increase, along with four points being accessed on the driver’s license, if convicted.
Tickets will also be issued if a driver makes a right turn on red— before coming to a prudent stop or if pedestrians are present.
The owner of the vehicle will receive a violation letter, which will include a link to the Web site, which shows photos and video of the violation and also explains the appeal process.
The violation is issued to the registered owner of the vehicle and he/she is responsible for payment, unless the owner can establish one of the following four allowable exemptions:
1. The motor vehicle passed through the intersection in order to yield right-of-way to an emergency vehicle or as part of a funeral procession;
2. The motor vehicle passed through the intersection at the direction of a law enforcement officer;
3. The motor vehicle was, at the time of the violation, in the care, custody, or control of another person; or
4. A uniform traffic citation was issued by a law enforcement officer to the driver of the motor vehicle for the alleged violation of s. 316.074(1) or s. 316.075(1)(c)1.
Drivers are reminded that the green light means Proceed with Caution; yellow means Prepare to Stop; and the red light means STOP.
